Unicaja and the Provincial Council of Salamanca have signed a new treasury transaction in the form of a credit account for the 2026 financial year, with an available limit of €36 million. The aim is to make the expected tax revenue for this financial year available to local councils in the province in advance.
The agreement was signed by the president of the Provincial Council of Salamanca, Javier Iglesias, and Unicaja’s regional manager of Corporate Banking for Central Spain and Expansion, Carlos Martín-Forero.
The purpose of this transaction, in the form of a credit account, is to provide to local authorities the advances that the Autonomous Tax Collection and Management Agency of the Provincial Council of Salamanca (REGTSA) has committed to on taxes whose management and collection has been delegated to it by the local councils in the province, so that they liquidity since the beginning of the year and throughout the financial year.
With the formalisation of this agreement, in which Manuel Rubio, regional manager for the Northwest area, and Cristina Sánchez, Institutional Business manager in Castilla y León, participated on behalf of Unicaja, an initial provision is contemplated, corresponding to the advances for the first four months of 2026, for an amount of 18 million euros.
Among the financial conditions offered by Unicaja, following the open tender process awarded to the bank, it is established that REGTSA will reimburse the bank for the amounts advanced, up to a maximum of €36 million, before 31 December this year, when a new credit tender will be held.
Unicaja will also be responsible for managing the collection of the 850,118 direct debits registered with REGTSA among all banking institutions, as well as for processing the refunds of those direct debits.
In this regard, it should be noted that the suitability of this measure is reflected in the evolution of the annual advances made by REGTSA since 2020, rising from €46 million in that year to more than €56.3 million in 2025.
Support for local authorities
Unicaja’s regional manager of Corporate Banking for Central Spain and Expansion, Carlos Martín-Forero, emphasised the bank's commitment to Castilla y León, its provinces and its institutions, and conveyed to the Provincial Council of Salamanca and the various local councils the bank's willingness to meet their financing needs and to cover any other type of financial service.
"Our goal is to support town halls by providing them with financial solutions that help them in their day-to-day operations and contribute to strengthening their stability," said the Unicaja representative, who highlighted the close relationship between the bank and the province of Salamanca.
For the Provincial Council, according to its president, Javier Iglesias, "this is another service that the Provincial Council offers to all town halls to facilitate their management. With this option, we are enabling them to access easy and responsible financing from the first day of the year, regardless of when they collect their taxes."
